Using Risk Assessment to Improve Highway Construction Project Performance

The research reported in this paper is part of a comprehensive research study to analyze and evaluate the different risk drivers in highway construction projects in the US. Thirty one significant risk drivers, identified from previous studies, were chosen, analyzed, and evaluated for this study. This paper presents the study findings regarding the process of using of risk assessment techniques and tools for determining its impact on construction cost and schedule performance ratings of highway projects. The analyses included project information and characteristics as well as project risks’ cost and schedule impact ratings. The analyses were carried out based on the responses from highway construction related professionals from both the public and the private sectors to a survey. The responses provided both quantitative and qualitative data from several highway construction projects completed in the past. The statistical dependency correlation analyses showed that the use of risk assessment in the reported projects has improved project and construction management practices.
صنعت ساخت و ساز و مشتریان آن به دلیل ماهیت پیچیده روند ساخت ، با درجه بالایی از خطر همراه هستند. تحقیق گزارش شده در این مقاله بخشی از یک مطالعه تحقیقاتی جامع برای تجزیه و تحلیل و ارزیابی عوامل مختلف خطر در پروژه های احداث بزرگراه در ایالات متحده است. سی و یک عامل محرک خطر قابل توجه ، شناسایی شده از مطالعات قبلی ، برای این مطالعه انتخاب ، تجزیه و تحلیل و ارزیابی شدند. در این مقاله یافته های مطالعه در مورد روند استفاده از تکنیک ها و ابزارهای ارزیابی ریسک برای تعیین تأثیر آن بر هزینه ساخت و رتبه بندی عملکرد برنامه های بزرگراه ارائه شده است. تجزیه و تحلیل شامل اطلاعات و ویژگی های پروژه و همچنین هزینه های خطرات پروژه و رتبه بندی تأثیر برنامه بود. تجزیه و تحلیل بر اساس پاسخ متخصصان مربوط به ساخت بزرگراه از بخش های دولتی و خصوصی به یک نظرسنجی انجام شده است. پاسخ ها داده های کمی و کیفی چندین پروژه احداث بزرگراه را که در گذشته به اتمام رسیده اند ، فراهم می کند. تجزیه و تحلیل همبستگی آماری آماری نشان داد که استفاده از ارزیابی ریسک در پروژه های گزارش شده باعث بهبود عملکرد مدیریت پروژه و پروژه شده است.
Value creation through project risk management
Risk management is a common and widely adopted project practice. Practitioners use risk management based on a common assumption that risk management adds value to projects. Yet, in the complex and ambiguous environment of a project, value is often subjective. If this is the case, then how do stakeholders perceive project risk management to create value? This paper presents a literature review and an empirical study of project risk management as a means of creating value. The empirical study is based on interviews, analyzed through qualitative analysis, to unravel the subjective value of project risk management. Specifically, we addressed how practitioners perceived the connection between project risk management practices and value creation. We found that stakeholders' perceptions of value played an important role in how value was created through project risk management. What a stakeholder perceives to be important, such as the prospective outcomes of a project, influences the perceived value of a given project risk management practice. The empirical findings indicate the need for a contextualized understanding of the value of project risk management, and thereby provide a more nuanced view of the variety of forms through which project risk management can create value. The findings question the “universal ideal” of PRM value creation portrayed in the academic and practitioner literature.
